Yes, he is. His album may be more rock this time out, but I wouldn't be offended if he was placed on two separate compilations. (assuming two separate songs)
I understand if we want to limit an artist to one song, ie, to make room for other deserving folks, but if someone really feels strongly about nominating someone twice, then let the group decide.

"Go Back Home" from our album. It's about as rock-y as we get and the guy who wrote it would be excited as he often feels constrain by my acoustic recording and production style.
