US domestic postage (for packages 13oz or less) runs at $0.39 for the first ounce and $0.24 for each additional.
A CD in a standard jewelcase without anything particularly heavy runs around 3 oz; a typical padded mailer will add another ounce. I've shipped a bunch of CDs recently at gross ~3.7oz, which runs you $1.11 -- that's CD in jewel case with 10 page booklet.
If in doubt, take it to the post office and have them weigh and it and apply postage. Or stick an extra stamp on there.
A simple padded mailer will protect a CD from normal handling; nothing short of a strongbox will protect it from a violent anomaly.
