Here's how I'd answer your question:
1)"Samplers" come in two forms: Hardware or software. I know nothing about Hard ones, so here's my answer for Sware: Reaper is a uncrippled shareware recording program, that already has a sampler in it, called Samplitude. You can also download other VST plugin samplers that are more complicated, but Samplitude works pretty good, if you only want one sound, that you can pitch up or down, per track. Meaning, if you load up a cowbell, you can play it, like a keyboard, with any note, mutli notes, on that one track. More complicated samplers let you assign different sounds to different keys/notes.
2)But you're going to need the samples. Freesound is great, also go to Dogsonacid.com for DnB drum and loop samples. Record your own,
3)Finally, buy any copy of Computer Music magazine and it'll have soft samplers in its tool kit on the DVD and about 2000 royalty free samples for you use, as well.
